Well it sounds like more tape might do the trick. Seriously I wonder what kind of finish you would have left after six months of wear? This loose application could be removed with an air hose, scraper, or even razor blade and holder. Try stripping the larger areas with a TM3 from Old Masters, and when you have to get right up to the wall board, use light sand paper and a scraper, and compressed air. Find a better finisher and get some spar varnish without the Poly or urethane, that stuff stinks.
