Removing Polyurethane from Oak Treads

We are having a new home built and the builder placed blue tape on the oak stair treads so he could drill the holes for the spindles. After two days of having the tape in place (3M painters tape 2" wide), he removed the tape and it removed the MinWax polyurethane everywhere it was placed. Now what? How do we remove the poly without destroying the surrounding painted surfaces - true colonial staircase - oak treads - painted risers and side boards. Please help!
