I have been faced with this dilemma before as well, this type of container was probably designed to hold liquids...perhaps even for water...but your dimensions make it sound like it's quite a small thing...so it could have been used for a food item like salt.They were usually made green, as they would have been put in service soon after. Now, of course, it's shrunk substantially as it dried out. Sometimes you can carefully glue the staves together with some hide glue, and if it's a tapered pail, slide the iron bands up from their original position slightly to tighten the whole piece up a bit. It's now just a keepsake and an object to be admired so,there are very few options that you can use to solidify the piece. A good paste wax inside and out would protect the surface and give it a nice luster...
