Van Dyke's.com has a modern version of this device, but the original would be best for antique value, even repaired. You can't weld cast iron, which is what you most likely have there. But an expert may be able to braze it tigether again. The original fit into the chair base with a lot of pressure and a couple of screws in the top flange. I think that it should go back in fine with longer screws and some wraps of masking tape to close the gap around the female shaft.
