Found the problem. Oilcloth is layered (but I didn't know that). The bottom layer is a fabric similar to canvas. The top layer is the oily material. Didn't have any problem removing the top layer. The fabric layer had bonded to the painted top of the table. It appears that someone maybe applied that original covering of oilcloth to wet paint.
Anyway, I applied some extra strength paint remover (methylene chloride) and that was enough to soak through the fabric and loosen the paint. I was then able to remove the remnants of the oilcloth. Yeah, Team!
