REFINISHING OLD CABINET

Hello, recently I purchased an old china cabinet 1810-30. Most of the finish has disapeared. I used a fine steel wool to begin removing the dirt . My question is: should I use steel wool to remove as much of the old finish as will easily come off and second, what should I use for a new finish? There is some old paint on it. Yellow over Blue on the inside where the dishes would have been stored. Is this an original finish which should be left on or removed? thanks.
