old painted chairs - safe if polyurethaned?

I just acquired two old chairs that have crackled, painted finishes. I really like the way they look, but I am concerned that the old paint may contain lead. Would it be safe to use a stiff brush on the chairs to remove any flaking paint and apply a polyurethane? I would appreciate any advice.
