Replacement when possible is often the best plan for these stamped out locks. I think a lock smith may be the best bet, but I would grab the little stinker with a vice grip and finish it off first, just for the satisfaction since it's not going to go peacefully anyway. But that's just me, and I am afraid the thing won't turn since there is likely a broken part inside. A little lock-ease and a little wiggle may just do it, but after that, vice grip.
