If it has flaking and scaling paint on it and needs to be stripped you can use paint stripper just like you would strip anything else with steel wool and scrub brushes. Dry off well with clean rags and a clean, dry scrub brush and after drying wash down with mineral spirits or a prep solv like WilBond. If it's just dirty and rusty you can clean with wire brushes and wash with solvent to clean and degrease. Sand any really rusty areas till smooth and wire brush any areas that are scaly or lightly rusted and wash a gain with a solvent. If the frame is really rusty and rough you can get it sand blasted or bead blasted by a firm that does that...they'll recommend the correct procedure after inspecting it. it wants to be smooth to the touch and clean and grease free before priming. Then use a rust converter or just prime with a rusty metal primer and paint with a good oil based enamel or for the best finish spray the paint on using satin or semi gloss Rust-oleum, Krylon, or similar good quality Aerosols, 3 coat minimum.. NOT A LATEX or Water based paint...drying between coats. I would recommend a satin or semi gloss clear coat as well for the ultimate in durability. Best of luck
