If the new paint is latex you may be able to soften the latex only with alcohol. Brush on a bit and cover the spot with a piece of plastic wrap. Wait for 10 minutes and repeat, as the paint wrinkles gentle lift off what is loose, a little steam may help at this point. A light Scotchbrit pad in the white color can be used to crumble away the remaining paint. Allow the old paint to set and air a bit prior to any light sanding. If you should find a salvageable original coating underneath the new paint, then try a little pumice powder and paraffin oil to polish the shine and follow with a good toluene free wax like Bri-wax and buff to a satin shine.
