Linda,

You used no stripper, just sanding? Until I discovered wood wash (available at any Home Depot) I had two similar experiences. Like James said, I had to start all over. THere's also a product the name of which I cannot remember right now which specifically seals your wood to an even level BELOW THE SURFACE so that finishing coats will adhere evenly. Again, available at any home improvement store.
