Yes the new and old lacquer will melt together nicely. The cracking sounds like alligatoring or crazing. There are several reasons that could be the cause of this effect. Often age and uneven tension between layers of finish. Possibly a shellac base coat with lacquer over top, which can result in cracking as the top coats shrink, leaving behind the softer shellac to cover the remainder of the surface. You may be able to sand very carefully, with 600 grit wet/dry sand paper and naptha, just enough to leave the first coats. Then replace the top coats with fresh coats of lacquer. Light sand between coats of finish using 320 open coat paper, dust with a tack cloth and repeat. Once you achieve adequate finish thickness, buff with 0000 steel wool till a nice satin sheen results and wax to a nice shine.
