I have also done thiese type of repairs...I am surprised a restorer would tell you they can't do it...it usually entails removing the upholstery around the frame above the leg, and some advanced woodworking skills are needed to replace the leg, splice in a new piece of wood, or properly repair the frame.....but it should be a pretty straight forward repair...it may be they don't want to do it, and if the frame needs to be rebuilt, it can be a fairly expensive repair. The upholstery also then has to be refitted or repaired.
