Refinishing

I have a childs highchair. It had some bad areas, as it had been in the garage. So I filled the bad areas with wood filler. Then I applied varathane wood stain after that I applied minwax wood finish.It remains tacky and will not dry. I have rubbed it down with steelwool and it still feels tacky. What should I do next?
