Hi Charlotte, this is a pretty common thing that happens to antiques...especially from Europe where often there were dirt floors. If the wood is soft then you could treat it with a wood hardener, which is a clear, water thin liquid that will soak into the fibers and harden to stabilize whats left of the legs, there ar a few on the market, some waterbased and some solvent based.... and give you a good base for an epoxy filler or polyester filler like Minwax's two part High Performance wood filler. The only other option is to "tip" the chair by cutting off the bad sections and splicing on new wood. This has to be done accurately and with care to make a good repair....often when I see this type of "tipping" it is not done very well, but it can be ...and is a very common and effective repair. As far as value, if you're refinishing the chair, any successful repair that blends in properly will maintain whatever value there is to a chair like this...
