The only decent way to remove milk paint I have found is with amonia, it will disolve after being brushed with the nasty smelling stuff. Outside is better, repeat as needed, when soft scrape, then scrub with a brush and more amonia, household will do, but the good stuff from the Hdw store is faster and stinkyier.
