Try a little mineral spirits/paint thinner and see how that works. Was the Oxi- Clean you used the powder or one of the premixed liquid cleaners? The real question is how clean do you want the surface to look...if the soap/warm water solution didn't take off much then odds are what you're looking at is more than dirt and grime. Often painted surfaces are waxed with a dark wax to make them look older as well....the paint thinner should remove any wax/oils/smoke etc pretty easily....just be sure to test in a small area and dry with clean rags as you go..
