I have found that some paint when applied to very good paper with very good ink printed under the paint can be removed to the point where the ink is legible. But is not pretty, and I would use the fueming method to soften the paint first, hang the label if you can, in mid air inside a container in which there is lacquer thinner on the bottom, close the lid and see how soft the paint gets. Remove the label after a while and if the paint whinkles up you can tweezer most of it off. Return the label to the pail of fumes and repeat the process till it is all off, then use paint thinner to wash off the rest of the paint, no contact or abrasion should be made to the surface of the paper if possible, working the surface with a soft brush may be possible.
