glue flop - what did I do wrong

I used Carpenters white glue to reglue a chair after refinishing it. Within a week of beginning to use it, all of the joints had loosened. I took it back apart, and began by putting water down into a dowel hole to soften up the glue so I could remove it. Much to my surprise, the glue had completely dissolved within 2 - 3 minutes. I then began to put water on each of the dowels, and the glue would dissolve and I could just wipe it right off. What went wrong? I thought that the recommended glue was the white rather than the yellow titebond.
