Yes, most likely your peacock chair from the 1930s-40s can be repaired. Last year I started a Furniture Repair Directory that specializes in Wicker Repair, Seat Weaving (including caning), Upholstery and Furniture Stripping & Repair. http://www.WickerWoman.com/repairdirectory.html
Although I don't think we have any wicker repair experts in Wisconsin listed, there might be some nearby that you can take your chair to for repairs. Be sure to check both the Wicker section and the Seatweaving section as there's quite a bit of cross-over between disciplines. Good luck, hope you find someone to preserve that great family heirloom!
