I believe you have an oil based finish on that piece..most of the asian rosewood pieces I have seen lately have an oil based finish on them...hence the reason the lac thinner has no effect...if it's indeed an opaque black then thats an easy fix...wet sand it smooth with 400 wet/dry, degrease it with mineral spirits/turps and repaint it with a good alkyd based satin black paint, after a thorough cure you can rub it down and wax it if that's what it needs to blend it into the existing finish..
