Unless the student has plenty of money, studying at West Dean College is not an option.
A solution is to do a private course, which can be found on the Internet. These are usually of a week's duration. There are some which comprise of several weeks. The first week is completed and then the student has to continue in his/her own time and then attend a further weeks' tuition and after that do a day's tuition in specialising. It takes about a year to become quite experienced in various processes of restoration. The experience comes with practice.
I started by doing basic repairs for antiques dealers and then just pushing myself and asking other restorers for advice if I got stuck with a problem that I was unable to complete. I am not very good at reproducing limbs unless it is by taking a caste so I tend to avoid this. There is so much work around that not being good at one thing did not affect the amount of work I was given.
