Amateur needs help fixing a dresser

I've been looking for a board to help me NOT ruin my furniture and I think I've found it. Usually my MIL finishes antique pieces for me, but she has given me two dining room pieces to take care of on my own and I am nervous. One is a china cabinet that acutally looks in pretty good shape. I personally think it just needs to be cleaned and some "oomph" added to it. It's a red color finish. What should I do? The other piece is a buffet table. The top looks slightly damaged with cup rings of some sort that not only has discolored the stain, but also has given it a rough texture at these location. I was thinking I should sand it down and restain. Is that the right approach and do I do the entire piece or just the top? Any advice or suggestions would be greatly appreciated.
