Alcohol will remove laytex and leave the oil base alone, a bicycle spoke can be turned into a gteat pick or spatula for loosening dried paint drips. Pound the spoke flat with a hammer and an anvel or the like. When the spoke is very thin remove one edge with a grinder or the like to make a fine thin edge. This is great for getting under such spots and makes a great glue aplicater for thin crevases.
