Removing Paint Spatter from Antique Toy

I have a child's metal (1950's) toy with original paint. It has tiny paint spatter (1/32" diameter) which I am trying to remove. I have tried gentlte scraping with a razor but can't seem to do it without scraping the underlying original finish. Does anyone have a better method?
