"leather" seat

I would like to restore an old wooden chair that I found, but I'm not quite sure what some of the original materials are. The seat has a wooden frame, and the center is covered by what looks like it was embossed leather, held in place by brass tacks. Most of top layer of the "leather" is cracked and flaked off though, exposing what looks like dusty pressed cardboard. Is this simply what happens to badly cared for leather, or could it be a different material? I have no idea how old the chair is, and I've never worked with leather before. Thanks!
