Yank it out and take it to a professional stripper. It'll cost you a couple of hundred dollars, but it's well worth it. You'll make yourself nuts trying to do it yourself, plus lots of time with icky chemicals inside the house. I don't strip anything myself any more. It's just so much easier to re-attach trim, moldings, mantels, etc after you've sanded and finished them in the garage.
