Sounds like it's been refinished fairly recently...and sounds like a varnish to me or catalyzed lacquer if it failed the solvent test. A touch up lacquer from a spray can will stick to almost anything and effect a good repair...a marvel of chemical formulation...you say you're almost positive that the original finish is underneath....what makes you think so? Orange peel and pitting sound like the result of spraying, a common occurence when re finishing an older surface thats had years of waxes, dirt, grease, grime,polishes etc......ahhh the dilemma...did you try denatured alcohol?...or grain or Bekhol? Sometimes an old shellac takes the higher proof stuff to soften it..this is always a tough call.
