I would start by cleaning the piece with some warm water and few drops of dishwashing soap solution with a 4"0" steel wool pad, working in small areas and drying as you go with clean rags...until no more grime comes off on the drying rags..when you say it looks like leather, do you mean cracked and alligatored?...rough? And are the areas on the legs just scratches and small nicks?...or complete areas where the finish is gone?..
