I just did one of these from the 30's a few weeks ago, it was painted with 3 layers of paint, and underneath the chest was all walnut veneers.Lane dated it for me by serial number and style number on the bottom of the chest.I'm surprised to hear yours doesn't have a self locking lock, because the early ones all did. If the chest locks when closed automatically, it is a deathtrap for young children.The cedar in the one I did was still very aromatic, even after 60 years, and a light sanding will help as James suggests, but there is a commercial cedar oil that can be used to rejuvinate the aroma if need be.
