I would wire brush it and hand scrape it where you need to just to remove the worst of the loose paint using a respirator because of possible lead in the paint, clean the resulting surface with Mineral spirits wiping well with clean cloths, and then apply a clear acrylic topcoat or waterborne acrylic urethane that are water clear to help bind whats left and seal the surface.You could even then paste wax with a dark paste wax to give it a little patina....best of luck
