I am not hopeful, of radiator paint removal, by it's nature it is so viscous. Were the paint a brushed on layer, or laytex paint. I can loosen layers of paint with a fumeing tank, old acquarium turned upside down. But fueming a lacquer thinner vapor into the outside can loosen one layer at a time, so you can pick off the old layer as it buldges up, using hot dog tongs or tweezers. Then you can allow the offending paint to dry briefly osing a hair dryer, and chip off the dry flakes that result. Wax the salvaged areas with an artists brush and repeat fueming. Finally do a surgical removal of the stubborn areas with a tiny piece of wet dry sand paper hot glued to the soft end of a pencil eraser and paint thinner as a lubricant. But all if this is unlikely to work on a sprayed on coat of radiator paint. "You could try it and report back for the rest of us to to find out the results", he said to the Little Red Hen.
