Chinese lacquer and shellac were about all that would have been used for this item, as far as I am aware. Varnish was not used on small objects then, and wax or oil type finishes would not have been use either. French polish could have been done with a padding lacquer, semilar to french polishing with shellac. You can get a very fine instrument grade finish from ML Campbell (on web) has a fine finish for this kind of work, known by Krystal. I think you should look into this, but being a precatalized lacquer it would not be even close to original.
