Your description of the free-spinning bolt control handle on the outer door plus the date you supplied has the sound of what Diebold used to call an "Anti-Dynamite" design.
In such safes the bolt control handles spun free with no engagement to the bolt work until the combination of the safe was dialed. The action of the combination lock's bolt retracting served to allow the bolt control handle to engage and retract the door bolts.
This thwarted explosive attacks that sought to defeat the safe's lock by dislodging it from its mounting place inside the door.
If you remove the access panel on the back of the door and look at the cover of the lock, chances are you will see a round medallion that says "Patented Anti-Dynamite" or something similar.
If you need work done on this safe it's best to look in the Yellow Pages under "Safes" and hire a specialist. The type of safe that had locks of this type were generally the top quality safes of their era. Do ti yourselfers' mistakes are costly to correct on old and new safes. Ken Dunckel Safecracker-Boxman
