Most paint and hardware stores sell lead paint test kits, once you have determined the actual lead content, you can decide weather to remove or seal with a light coat of shellac. A specialist can remove the flaking paint and recoat with an appropiate sealer. Then a polish shine or scuff to lower the sheen, what ever, will return the chairs to their original sheen. Shellac is a reversable coating. Alcohol will remove the shellac paint, if needed at a later time, without loosing the oil base paint.
