You can remove heavy rust with Navel Jelly. Light rust comes off easily with a deliming product, sold in hardware stores, as well as a mix of warm water and Oxalic acid. Some sand blasters are using lighter media, groung corn cob, crushed walnut shells, to name a few. These will not etch the metal, when I want to sand blast delicate items, I turn down the pressure. A test on the back side of the head may prove that sand blasting is not too extreme. As for the paint you will need to prime first, and use an oil base product. I have found that an Epoxy paint will be a lot stronger than any other paint from a spray can. An auto refinisher will have the best paint and a wide selection of colors to choose from. They will also charge a lot more.
