A good paint stripper such as are sold in the paint stores will work fine on metal, just look for the ones with metholene chloride, vent to out doors and away from the furnace flame. Fill a pail with stripper, put the parts in side and cover for a while. Remove and wipe off the paint, rinse with water and dry off immediately. A little spray from WD40 will help prevent new rust from forming. The reason that the HDW from upstairs is not the same is because home owners often put all the showey stuff downstairs where the company would see it and since they didn't go upstairs that was where they saved some money. At one time property taxes in some states were based on the number of doors. Such that a door was considered one more room, so builders of new homes would avoid closets and any doors they could. Wardrobe sales increased for a while but the law was soon changed.
