In order to polish out the scratches you will need to use a polish such as jewelers rouge and a high speed buffer. A buffing wheel on an oscilating body buffer/sander will remove the old finish, tarnish, and the scratches. Don't touch the polished brass with bare hands, wipe off any dirt and compound with paint thinner and clean cotton rags. Wrap the brass in clean paper till ready to finish, the longer you wait the more patina, or color, you will get. Use a brass lacquer and give several good coats. You can get jewelers rouge and brass lacquer in an aerosal spray from the Woodsmith Store on line.
