Ratan has natural dark spots and the entire piece darkens with age. If you have got the mold and mildew killed with bleach try a little oxalic asid to see if it will lightedn the dark spots. Sanding ratan would not be a good idea since it has an outer layer that is the bark of the plant and it would be very easy to go through it. For exterior use a good varnish should be use, for interior use lacquer would be a good choice. Either one shoul be sprayed from all angles including upside down to get as much coverage as possible.
