Think of it as part of a car. Sand/metal brush the rust or pick up some derusting solvent at a auto supply store and apply as directed.The pits can be filled with Lacquer jump putty also at above store or use an acrylic spackle.next it would be good to prime the work and sand till smooth repeating the priming and filling as necessary.Then top coat with a paint like Rustoleum or equal. Its a lot of work but worth it.
