Anybody who does picture frame restoraton will be very familiar with your frames. I don't know a specific name for them; I just call them frames with molded ornamentation.
Before you turn your work over to a restorer,have a good look at their work. Restoration is pretty simple, but quality varies widely.
The transparent pigment is called a glaze.
