Add a little glycerin to your water and it will help soften the cane and keep it soft longer. It won't help with the grain raising, I use a propane torch after the cane has thoroughly dired to burn off the fuzzies. You gotta be careful not to burn the cane hold the torch 10- to 12 inches from the cane and move it in slowly till you get the right distance then move the torch rapidly over the surface, keep a wet paper towel handy to snuff out any major conflagrations.
