I would buff with a 320 grit sand paper and apply new coats of lacquer, lightly sanding between each coat. The original coat may have been a cheep blend. There are a number of good lacquers out there and some Mfrs. are trying to save mony here. Deft and Minwax make fine lacquer, this would be the most compatible solution, at least three coats sprayed on. Two coats brushed on, brushable lacquer can be made if not avaible. Add one tablespoon of boiled linseed oil to one quart of unthinned lacquer to make it brushable. The problem with shellac is that it will not resist water as well and varnish is a bit more trouble. But oil base varnish is the most resistant finish, it is a little softer than all the others. However lacquer is the easiest to care for and to repair, as you are about at this time.
