Oh yes, steam or water will soften the layers. This will also cause them to wrinkel up a bit too. With patience you could do as you suggest and soften up the layers and then reglue them. White vinegar loosens hide glue nicely, but steam from a capachino machine and some plastic tubeing does the trick quite well.
