Clear penetrating epoxy system made by Smith's I think should work. You will have to remove the finisih to get it to soak in. If the legs are in really bad shape I might slot them and put in a matching piec of oak fon the inside once I had treated with epoxy. A piece of oak 3/8 thick 1/2 to 1 wide will give a lot of strength.
