Real wicker is rattan. wicker refers to the pattern of weaving. If you are painting, you need to clean the wicker throughly first. We usually put in the shower and use our handheld attachment. Let it dry 24 hrs. Brush the surface with a medium density wire brush but be careful not to gouge the rattan - if the piece is old it will break easily so be gentle. If there is a previous coat of paint remove any loose paint. It is a good idea to prime. Using latex is ok, but if you want to really preserve your new paint, apply a coat of WATERBASED polyurathane before the paint is completely dry (before the finish hardens completely - semi-tacky). Spraying is the best method to cover everything. You can use spray cans but we have had the most success with a 'detail painter' attachment for our compressor.
Also, do any minor repairs before painting. This usually requires TLC and patience and a good wood glue and clamps. We have some beautiful old wicker pieces on our porch that gives it so much charecter and we usually find these pieces at yard sales and flea markets for less than $30 - vs antique stores who charge much more and the furniture is usually in rough shape. Wicker is relaxed, comfortable and filled with texture.
