ANTIQUE FURNITURE RESTORATION DISCUSSION BOARD

Hi. I'm attempting to restore an old country table. The top has had multiple layers of oilcloth. I've removed most of it, but the bottom layer has become almost an integral part of the oak wooden top. I've tried steam, acetic acid, scrapers, et.al. Nothing seems to touch it. Any ideas how to remove that bottom layer? Thanks.
