The crossbanding needs to be replaced for stability and for a proper thickness. you can usually salvage the crossbanding and use filler on any missing areas. The tick is to get it very smooth before putting veneer over the top. You can make crossbanding by resawin poplar and then planing it with another board underneath to raise the poplar up so that you can cut it thinner than the 1/4 inch which most planers will allow.
