ANTIQUE FURNITURE RESTORATION DISCUSSION BOARD

I have an 1896 cranberry opalescent glass perfume bottle with a long neck which is 1/2" in diameter. It has a rough unfinished rim that was never cut off or ground. It needs a collar, atomizer and bulb. One restorer has suggested cutting off the long neck of the bottle so a new collar could be added. I am reluctant to do this since it may devalue the bottle. What is your suggestion and who might I contact to do the work on the bottle?
