Sounds like a Laytex paint to me. Try painters alcohol and a coarse rag. Start in a small spot and move on as soon as it seems to be good. Don't do it all at once or you may loosen the original layer. Rub off the remainder with 0000 steel wool and coat with shellac, twice, sand between coats with 320 grit paper, buff last coat with 0000 steel wool and wax if a shine is desired.
